James Adolph Norton was a professor of public administration at various colleges and universities around the country before moving to Cleveland, Ohio, where he served as Director of the Cleveland Foundation, chairman of the Housing Committee of the Urban League of Cleveland, and president of the American Society of Public Administrators in the 1960s. Organized in 1917, in Cleveland, Ohio, as the Negro Welfare Association of Cleveland to aid the adjustment of black workers coming to Cleveland during the Great Migration following World War I.
